As a song creator and copyright owner, anyone seeking to use your song must come to you to get permission. When you provide a license, you are giving permission to use your song. Licensing of songs is a function of a music publisher so in essence you are managing your own publishing since you are not signed to a music publisher to license songs for you.
A mechanical license is a license given by song creators/owners/publishers usually to record labels giving them permission to release a song in the marketplace in exchange for a royalty. Song creators are given these rights through copyright law at the time the song is created and it is part of the song creator’s exclusive rights.
These exclusive rights gives the song copyright owner the right to do or authorize others (by giving permission) rights on behalf of their song. Two of the exclusive rights are given to record labels from song creators/copyright owners via a license to 1) reproduce (make copies) and 2) distribute your song. Record labels distributing a song without permission from the song copyright owner could be held in copyright infringement.

The mechanical royalty rate is regulated by the U.S. Copyright Act and it is set by the Copyright Royalty Judges. Currently the rate is $0.1240 for up to 5 minutes playing time or $0.0238 per minute playing time rounded up to the next minute for physical (i.e. CDs) and digital (i.e. downloads). Yes you can but only for the % of the song you own. Each songwriter (owner) will have to send a license to the recording label for the % that they own. The recording label should not release a song without having 100% permission from all the song owners.
